The ruling targets "reciprocal" tariffs from April and fentanyl-related tariffs from February, but does not impact levies under other legal grounds, such as those on steel and aluminum. Trump invoked IEEPA to justify these measures, citing "unusual and extraordinary" threats during national emergencies.
