During a speech at the German Institute for Economic Research (DIW) in Berlin, European Central Bank's President Mario Draghi is saying that monetary policy is today "protecting" the interest of savers and states that the central bank would certainly prefer not to have to keep interest rates "at such low levels for an excessively long time". High saving can be partially mitigated by public policies, but more important is raising investment demand. Says as very low interest rates persist, offsetting factors diminish, whereas the drawbacks will remain
