European Central Bank governing council member Vitor Constancio said Wednesday that interest rates are still at historically low levels despite seven ECB rate hikes since December 2005. "In real terms, interest rates remain low," Constancio said. Constancio, who is also the governor of the Bank of Portugal, was addressing the Portuguese parliament's budget and finance committee. The ECB's key interest rate currently stands at 3.75% but the central bank has signaled that its rate tightening campaign isn't yet finished. Many analysts
