The European Union is at risk of "paralysis" if its 25 members can't agree soon on a budget for the years 2007-2013, European Commission President Jose Manuel Barroso said Wednesday. In his first press conference since last week's summit, where E.U. heads of state and government failed to reach agreement on a deal, Barroso said that if an agreement were delayed, it would hurt programs designed to help the 10 countries that joined the E.U. in 2004.
