12 December 2003, 11:05  Eichel rejects court recourse over EU biudget rules

BRUSSELS, Dec 12 - German Finance Minister Hans Eichel rejected on Friday a Dutch proposal to enshrine in a new European Union constitution a right of recourse to the European Court of Justice over the application of EU budget rules. "It does not make sense at all, as the Netherlands wants, to include the possibility of suing (in the treaty)," Eichel told reporters on arrival at an EU summit due to approve the bloc's first constitution. "Guarding the (Stability and Growth) pact is the original duty of the European Commission and the Ecofin (council of finance ministers) and it has to stay like that," Eichel said. The Dutch government demanded that the court's role be included in the constitution in reaction to last month's finance ministers' decision to suspend disciplinary action against France and Germany over their excessive deficits.||
