BRUSSELS, Nov 25 - European finance ministers on Tuesday approved a controversial compromise deal on France's and Germany's breach of EU budget rules, a decision the European Commission said it deeply regretted. In a declaration, the EU executive also said it reserved the right to examine the implications of the decision and also of possible subsequent actions.||
