BERLIN, Oct 9 - European Central Bank Governing Council Member Ernst Welteke said on Wednesday that the German economy has hit bottom and is starting to turn around but there still are risks ahead. "We are now at the point where we are leaving the trough," Welteke said on the sidelines of an international bankers conference. "There are still risks including that planned reforms might fail," Welteke told reporters, referring to labour market reforms the German government now is debating.//
