BERLIN, Oct 22 - European Monetary Affairs Commissioner Pedro Solbes said on Wednesday he was concerned about the budgetary situation in Germany which is struggling to keep its deficit under control. "We are worried about the situation, but it's too early to say something until we have the figures," Solbes said when asked if he believed Germany could pull its budget deficit below three percent of gross domestic product in 2004. Solbes also said it was up to European Union finance ministers to determine what action should be taken against France. "I think we have done our duty. It's for the Council to decide... I will not preempt what will be the final decision. Our position is clear," Solbes said. Both France and Germany are set to bust the European Union's budgetary rules limiting deficits to three percent of GDP for a second consecutive year in 2003.//
