PARIS, Sept 1 - France will report a 2003 budget deficit at 4.0 percent of gross domestic product to the European Commission later on Monday, La Figaro daily said on Monday. It was widely reported last week that France would notify the Commission of a deficit of 3.9 percent of GDP -- above the three percent limit set by the EU Stability and Growth Pact. Quoting unnamed sources, the newspaper said France had chosen to adopt the higher figure "to play on the safe side".//
