5 December 2001, 12:59  EU needs new economic policy instruments -Prodi

BRUSSELS, Dec 5 - European Commission President Romano Prodi renewed his call for new EU economic policy instruments but said in an interview published on Wednesday it could take a crisis to bring them about. "I am sure the euro will oblige us to introduce a new set of economic policy instruments," Prodi told Britain's Financial Times. "It is politically impossible to propose that now. But some day there will be a crisis and new instruments will be created." Prodi did not spell out in detail what he meant, but he called in a speech last month for a code of con duct laying out model budget policy for EU member states. The idea was seen as close to past French calls for an "economic government" of Europe to act as a counterweight to the European Central Bank -- an idea opposed by countries most attached to the bank's independence. The EU's main economic policy instrument at present is the Stability and Growth Pact which obliges members of the single currency to keep their budget deficits below three percent of Gross Domestic Product and aim for a balanced budget.
