FRANKFURT (AFX) - Bundesbank president Ernst Welteke said there is a good chance the euro zone will return to growth in the fourth quarter of this year, although he did not rule out a decline in GDP in the third quarter. In an interview with Handelsblatt, Welteke said he is optimistic of an upturn, because the current low interest rate policy of the European Central Bank is not hindering companies from investing, while inflation is also slowing thus freeing up money for consumer spending. Welteke did not rule out any further rate cuts by the ECB after last week's surprise 0.50 pct cut, if growth expectations become bleaker and in turn ease price pressures. Last week's rate cut was necessary to support the markets and investors after the terrorist attacks in the US, Welteke said, although the attacks are no warning signal to the economic world. "Fundamentally we do not suffer any collapse from the attacks," Welteke said.
