20 July 2001, 16:14  EU's Wallstroem sees positive signs from 'most parties' in Kyoto talks

BRUSSELS (AFX) - European environment commissioner Margot Wallstroem said there are "positive signs from most parties, including Japan" in talks in Bonn on ratifying the Kyoto protocol on climate change. In a statement at the start of ministerial talks in Bonn, she said these parties want the protocol to enter into force as soon as possible and noted that the US is not hindering progress in the talks. "Political will is what is needed to keep this process alive. The G8 meeting might provide additional impetus, if needed, to reach a successful outcome at this conference," she said. Belgian energy minister Olivier Deleuze, from the EU's presidency, said the EU is ready for compromises with all negotiating partners to reach a balanced package but subject to some conditions. These conditions include cuts in greenhouse gas emissions in all industrialised countries; support for developing countries; economic efficiency and flexibility in the means to achieve targets, he said.
