U.S. stocks saw gains for a second post-rate-cut day, with the Nasdaq up 1.3%, 27.24 points, to 2,193.68. The Dow industrials rose 0.3%, 32.66 points, to 11,248.58. The S&P 500 rose 3.50 points, to 1,288.49.
