As the congressional budget process shifts into a critical phase, the Bush administration and Republican leaders in Congress must make several key decisions about what kind of fiscal package they believe can be enacted this summer. The House and Senate have passed very different versions of a fiscal year 2002 budget resolution and a House-Senate conference committee will be convened in late April to draft a final version of the budget resolution.
