Treasury Secretary Paul O'Neill Monday said the economy isworking through a "correction phase" of modest growth on its wayto a "golden age of economics." O'Neill, at the White House for anobligatory appearance to herald the morning's formal publication ofthe administration's "no surprises" budget document, repeated thata tax cut is necessary to keep spending power out of the hands ofCongress. "If we don't send the money back to the people there willbe people here who will spend it," he said. Asked about theeconomy, he replied, "I'm not in the business of forecasting but Iwould say right now we continue to operate at a modest level ofreal growth and we're going through a correction phase that'sworking it's way through." Late in the day, in another interview onCNN, O'Neill repeated he does not see the U.S. in recession.
