A ministry official said he does not expect overall housing starts to decline on year for a while, because construction of owner-occupied houses and rental dwellings financed by private financial institutions has been steady.
The ministry said housing starts in 2000 rose 4.0% on year to 1.226 million units, recovering from falls on year for the previous two years. The year-on-year changes in December housing starts by sector follow:
--Owner-occupied houses down 0.7%.
--Rental housing up 2.4%.
--Residences by developers up 37.9%.
